Substandard Care, Incompetence or Negligence (8/14/06) Issued To:Dr Anita Marie Francis; License # A65967 Nature of Complaint: The Physician committed gross negligence in her care and treatment of a patient. The patient sought treatment from the Physician for a complaint of urinary stress incontinence. The Physician diagnosed the paitent with genuine stress incontinence and scheduled the patient for a Burch Procedure and a posterior repair for a rectocele. After the surgery, the patient developed abdominal distention and high fever. One week after discharge, the patient was readmitted to the hospital. During surgery performed by a urologist, the left ureter orifice could not be identified and the patient underwent a left uteral implantation. The Physician placed sutures in the bladder of the patient during the Burch procedure, despite knowing that a correctly-performed Burch procedure does not utilize sutures in the bladder and failed to enlist the aid of a urologist while the patient was having complications. Action Taken: The Board has issued the Physician a Public Reprimand and ordered the Physician to enroll in a clinical training program and complete Education in the area of medical record keeping. Insurance: I have insurance coverage through 2 providers - one is my primary and the other my secondary. I had my insurance card and all pertinent information - staff CONFIRMED COVERAGE and the doctor said she wasnt familiar with my secondary so therefore sent in her nurse to dictate what dr. Fulton stated, "that based on the insurance company, they are not legally bound to see me as a patient!" 2. I sent my authorization ahead of time for them to request my medical records - since I filled out extra information, they said they had to change the form - but never called me to ask me for a new form! I didnt know they didnt have my records until I was ready to walk out the door because of the first issue! The best part of the practice is the nurse - if I were in the medical field, Id recruit her nurse they seem genuine whereas Dr Fulton cares about money from her side job of botox injections more than truly caring for her patients gyn/ob needs! This is only part of the horrible experience! Try doctor Robert Andings at the Womens Center - completely different (BETTER) doctor! I encourage you to stay away!

I highly recommend Dr. Fulton for comprehensive OB/GYN care. I became her patient near the end of my pregnancy and used her again for my next pregnancy. She also performed a sterilization procedure for me and a bladder surgery. I have a total of four children and Dr.Fulton was my fourth OB, so I feel that I have a good amount of experience with OBs in general. In my opinion, Dr. Fulton is a stand-out physician. Again, I cannot more highly recommend her for the following reasons: She is kind, caring and has excellent bedside manners. I feel incredibly safe with her and trust her judgement. She has a very calming demeanor. She puts her patients first and makes herself available. A few times Ive called the office with questions and have had her take the call herself, right then and there. I dont know of many doctors these days who are that responsive to their patients. In fact, before I was even her patient and I was in the process of looking for a new OB, she got on the phone and spent 20 minutes talking to me about my pregnancy. I called at least twenty-five OB offices that day, and she is the only doctor that I was able to speak with personally. She seems to truly enjoy her job and is very interested in keeping up to date on the latest research in all health related matters. Her enthusiasm for her work translates into her willingness to discuss matters in detail and thoroughly answer questions. She performs procedures herself that other doctors pass along to their staff. Her new staff is friendly, respectful and responsive. Dr Fulton in particular is a gem. I always enjoyed appointments because of the clean, friendly, positive office environment. I hope to continue working with Dr. Fulton for years to come.

Unfortunately the front and back office made for a horrible experience. I took my 16 year old for the first time due to an irregular cycle and we were taken back questioned and then she was told to undress and wait. Where is the consultation between the dr. and the child/patient to create some sense of comfort before this step of the appointment. By they way, there was no reason to undress becuase all they needed was blood work. I mentioned this being a possibility to the nurse and she said no lets have you (speaking to my daughter) undress now just in case. So after waiting an hour I go ask what the hold up is. Its normal for an OB/gyn to run late and Im ok with that. What I am not ok with is its been an 1.5 hrs and nobody has just popped in for a courtesy update. I ask to speak to the office manager who was worse. She said she would send the nurse in to explain what may happen today should they have doen a physical and after another 30 minutes the doctor finally came in. No explanation was ever given. So when we were released to go have the labs drawn I saw the OM and told her, hey the nurse never came and talked to us... She stood and said oh... and tried to push her office door shut. I stopped her door and asked her if she even told the nurse. SHe forgot with all that was going on she said. Really there was nothing going on since there was no dr. in the office and all your pateints are just sitting. Regardless of the dr., the front and back office can ruin it.

Sadly finding a good...or just a decent OB/GYN seems to be hard to do in this area. I called Dr. Fultons office and received an appointment two months out. I did not receive a confirmation called the day before like I was told I would, so I called the morning of to confirm. The receptionist told me a message had been left (I checked my messages and missed call and found none from her office). I get there 15 mins before my scheduled appointment to fill out paper work. About 20 minutes after I am asked if I can come back around 1 pm due to a delivery...I completely understand, you really never know when one might go into labor. I, however, have two children and did not have care for them at 1pm and was given an appointment for the following day at 9am. I get there 15 minutes early again and do not go into the exam room for 30 minutes. I am glad I brought a book to read because a hour later Dr. Fulton comes flying through the door, scaring me! She quickly said she was in a surgery (then why was I scheduled) and the wait could not be helped (no apology). She made me feel as though I was very unimportant. Rushed through my exam (spent about 5 minutes with me total), was very rough without warning, and then was gone. I was and still am shocked by this appointment.
